With an estimated 200 people to have participated in the National Handball Referees and Match Delegates Course Organized by the Handball Association of Ghana (HAG), only 44 showed up at the Southern zone course at the Cape Coast Sports Stadium.
The 3-day course, of which same will be replicated in Tamale, in the Northern part of the country saw no Referee nor potential from the Greater Accra Region, as was the intention of the organizers to have people from the Western, Western North, Central, Volta, Oti, Eastern and Greater Accra regions attend at Cape Coast.
Top Referees, who currently officiate in the Greater Accra Handball League were also absent, apart from the HAG and Ghana Handball Referees Association officials.
It is however not known whether it was as a result of the Amount (GH₵250.00) for the course and additional accommodation charges, or, that the Accra referees and potentials will rather attend that which will come off in Tamale from Tuesday, 10th to Saturday, 14th of November 2020.
Sources close to Herosportgh.com say, most of the interested people in the Greater Accra Region who would have attended the course are mostly security personnel who couldn’t have secured permission.
By numbers, 15 from central, 2 from Eastern, 7 from Western, 20 from Volta with the only female, making 44 participants.
While CAHB Technical Delegate Benjamin De Souza took participants through ball-handling, steps and passive play systems, pivot zone, wing situations, offensive fault and 7metre throw, duties of a technical delegate among others via zoom, Technical Director, George Bankole facilitated Attack and defence system (theory & practical), and Charles W. Mensah, PRC of HAG treated the Importance of physical appearance, decision-making criteria, physical fitness.
The International Handball Federation (IHF) has amended New guidelines. There are ‘no more yellow cards in one attack and second half. No yellow card immediately after a goal, No referee is allowed to destroy a fast break after a goalkeeper’s save and a throw off after a goal’.
Charles Mensah, Playing Rules and Referees Commission (PRC) of HAG believes, the course has been very successful.
“The program has been very successful. We went through with them how to share responsibilities, hand signals, practised officiating. The Last 30 seconds rule which IHF has brought, has become very difficult and we’ll go through all for them to understand.”
Meanwhile, Secretary to the Ghana Handball Referees Association, Alfred Agrah, tells Herosportghcom, they will push the HAG to organize National League.
“When we started the Referees Association, we have done courses in Volta and Cape Coast. We, however, have the mandate to reach the districts and it is still our aim. We wrote to CAHB and they have now recognized Ghana Handball Referees Association. CAHB will ensure Ghana plays a National League. Now there are Clubs interested to play League but we have not planned to solicit for Sponsors for a League and then prove to all that Handball is developing in Ghana.”
“Without a National League, we can’t do Shuttle run, like Football Referees do a Copper test before a league. Even those we have trained now, if there is not a league, they won’t be active and we’ll go back to square 1. So we need to plan for the league” He added.
Currently, apart from the Greater Accra League, Volta and Central are also playing regional Leagues.
The HAG is doing this course in collaboration with the Confederation of African Handball (CAHB) and the Ghana Handball Referees Association.
